Local editors review it
Editors check the time and location, remove private or unsafe details, and separate conditions, needs, capacity, and response.

It becomes a public update
The reviewed observation is published to the log and map. Corrections edit the same report; changed conditions become a new one.
Information is time-bound. No recent report for an area means the situation is unknown—not that the area is safe.
